Bosque Farms Council looks for site for clean-up dumpsters

Bosque Farms It may take a little longer for the Bosque Farms Village Council to decide where and when they'll offer roll-off trash dumpsters for residents to discard their springtime debris.

During the regular council meeting Thursday, Councilor Dolly Wallace suggested that the village put the large roll-off dumpsters at the Bosque Farms Rodeo Association's property. Wallace said she has spoken with the board and they are willing to make space for the roll-offs.

"As we were out campaigning, I heard from several residents asking about roll-offs," Wallace said. "I approached the rodeo association with the idea of possibly putting the roll-offs there."

Kevin Boyd, vice president of the association, said the board met and discussed the issue and said they didn't have a problem with the idea. He said they did want to know how long the roll-offs would be there and if someone would be there to monitor the activity.

Mayor Wayne Ake said thedumping would have to be monitored by village employees, and the roll-offs would have to be in place for several days for village residents. He also questioned whether the association's insurance would cover the liability of having the dumpsters on its property.

Other councilors also questioned whether it would be a good idea to put the roll-offs on the rodeo association's property. Councilor Robert Knowlton said while he appreciates the association's willingness to help the village and residents, he's concerned about the management of the operation.

"When we had roll-offs in front of the village office a few years back, we didn't have it behind a fence and people would come down and dump stuff off beside the roll-off, and it was a mess just trying to manage the logistics," Knowlton said. "And I'm afraid the same thing will happen at the rodeo grounds. I think the village has to be able to put these roll-offs behind a locked fence to be able to control the access."

Councilor Virgil Proctor said he was concerned that if the village decided to put the roll-offs at the rodeo grounds, it may interrupt activities held there.

"I appreciate them considering it," Proctor said, "but if we're going to do it on the weekends, that's when the grounds are being used. I think we could be a nuisance to the horse people using the facility. I just don't want to intrude on their activities there."

Ake also said, regardless of the place or time the village decides to offer roll-offs for residents' use, they will not be accepting appliances. The council ultimately agreed to table any action on the issue until next month's meeting so they could gather more information regarding liability, dates and convenience.

In other action, the council:

  • Appointed at-will employees including Police Chief Joe Stidham, Clerk-Administrator Gayle Jones and Treasurer Debra Kelly .

    The council also made appointments to several boards. The council appointed Bob LaMont and Wendy Jacobs to the library board. They replace Joe and Joan Arvisu.

    The council also appointed Carl Haulsy, Dan Garrison and Terry Griffin to the planning and zoning commission and reappointed Rick Eisen, Ron Gigger and Sharon Eastman to the personnel board. The police department will pick one other member, while the village employees will choose another.

    Harriett Taylor was also chosen by the council to continue to head the Keep Bosque Farms Beautiful program.

  • Heard a presentation regarding the Valencia County Water and Wastewater Master Plan from Tim Karpoff, the project's public outreach coordinator.

  • Approved the purchase of a generator for $5,000 for well No. 2.

  • Approved the 2008 Open Meetings Resolution.
