Wednesday, November 5, 2008 Zone change requested approved by Los Lunas Village CouncilLos Lunas The Los Lunas Village Council approved several zone change requests during its regular meeting on Oct. 23. The first zone change request the council approved was for Emilio Otero, who wanted a piece of property at 524 Los Lentes to be rezoned from Commercial-1 to Residential-1. Art Mondragon, the village's community development director, explained to the council that Otero wants to demolish the existing home and place a mobile home on the lot. Councilor Charles Griego asked Mondragon if the mobile home would be placed on a permanent foundation, which is required by state law. Mondragon said it would. The council also approved a zone change request for Charles and Shirley Best. The couple is in the process of purchasing a building at 212 Stover, which had previously been used to make cabinets. The property, which had been designated as Commercial-1, now, with council approval, has a Manufacturing-1 designation. The Bests explained to the council that they would be utilizing the building to work on a new "environmentally friendly" technology to remove paint from metal. Once the council approved the zone change, they wished the Bests well on their new endeavor. The next zone change approval was granted to Alton Peoples, who asked that a one half acre of property on Solomon Vallejos Road be rezoned from Residential-1 to Rural Residential. Mondragon explained to the council that Peoples, who was not at the meeting, wanted to put a miniature horse on the property. "One neighbor did attend the planning and zoning meeting, but he did not object or had any problems with the idea," Mondragon said of the neighbor. "He just wanted to get more information." Mondragon informed the council that the planning and zoning commission recommended that the council approve the zone changes for all three requests. In other business, the council:
Frank Otero, the village's director of community services, told the council that the payment schedule has decreased while utilities have not changed from last year. Otero said a one-bedroom, Section 8 house, is renting for $536, about $6 less than last year. A two-bedroom rental is going for $667 while those renting a three bedroom house are paying $986 $10 less than a year ago. A four-bedroom house is being rented for $1,184, also $10 cheaper than last year, and $1,302 for a five-bedroom home, a $20 decrease. Otero said there is a waiting list for Section 8 housing and the village is currently serving 350 families. With the newly approved payment schedule, Otero said the program would now have room for an additional 50 families.
Huning told Chavez at that time Village Administrator Phillip Jaramillo will have a new revenue report from the state. He encouraged Chavez to work with Jaramillo to make sure to find the funding to pay for the position. "As you go through your analysis of your department's budget, you might find some answers that we haven't found that may help us fund that position," Huning said. "I know it's a little disappointing, but we're just a little afraid of putting personnel in there right now until we have the answers and get the next report from the state."
